I love the duality of this verse. Let’s explore it.
“They did not thirst when he lead them through the deserts; he made water flow for them from the rock; he split the rock and the water gushed out.” Isaiah 48:21 (ESV)
On the service this is a reminder of God’s provisions of his people through the desert. Israel was incapable of sustaining themselves in the desert, yet God provided for his people, even providing water from a rock so that they did not thirst.
Isaiah 48:21 also speaks of a different kind of thirst; a thirst that speaks to the larger argument in Isaiah 48.

Earlier God spoke to Israel saying:
“Because I know you are obstinate… (48:4)
Then:
“You have never heard, you have never known…(48:8)
And finally:
“Oh that you had paid attention to my commandments! Then your peace would have been like a river…(48:18)

They did not thirst because God provided!
God brought water from a rock! Their every need met through God’s divine provision.
Yet spiritually, they did not thirst for the One who provided.
Are we the same do we want from God, receive his gifts, but fail to desire the one who provides?

“Behold, the days are coming,” declares the Lord, “when I will send a famine on the land, not a famine for bread, not a thirst for water, but of hearing the words of the Lord.” (Amos 8:11, ESV)

“And he humbled you and let you hunger and fed you with manna… that he might make you know that man does not live by bread alone, but man lives by every word that comes from the mouth of the Lord.” (Deuteronomy 8:3, ESV).
